Prof. Amitsis practices law in civil and administrative cases concerning the protection of human and social rights; he also serves as a senior social protection consultant on behalf of national administrations and International Organizations, while he is a key expert in EU and national policies on public governance, employment, social security, health and social care, civil society and migration. He was the first ever Greek expert in the Group of independent experts on the implementation of the “Council Recommendation on common criteria concerning sufficient resources and social assistance in the social protection systems” (Commission of the European Communities, DG V-Network on Minimum Income, 1991-1994), while he is currently a senior expert for “Jobs and skills in the local economy” in the Urban Innovative Actions Initiative of the European Union (https://www.uia-initiative.eu/en/uia-cities/vantaa) and the Coordinator of the Programme “Review of Measures to Address Child Poverty and Social Exclusion in Greece – Undertaking a deep dive analysis of policies, programmes, services, budgets, and mechanisms addressing child poverty and social exclusion in Greece” (UNICEF Greece Country Office / European Commission).
He was commissioned by the Greek Government as the senior policy expert for “The Green Paper on the National Social Inclusion Strategy” (Ministry of Labour, Social Insurance and Welfare, 2013-2014) and the “Central Mechanism supporting the development and promotion of Social Cooperative Enterprise and the broader social economy initiatives in Greece” (Ministry of Labour, Social Insurance and Welfare, 2013-2015), while he was the Coordinator of the National Social Inclusion Strategy (adopted by the European Commission in January 2015) and the National Action Plan to combat homelessness (Ministry of Labour, Social Insurance and Welfare, 2014-2016). He now serves as the Coordinator of the National Social Inclusion Strategy for the Roma population 2021-2027 and the Coordinator of the National Action Plan “Local Social Inclusive Development” (Ministry of Labour and Social Affairs).
He is the Coordinator of the Greek Chapter of the Academics Stand Against Poverty Network (academicsstand.org), an international association focused on helping researchers and academic teachers enhance their impact on poverty, the Chair of the Working Group on Social Services Research (European Social Network, https://www.esn-eu.org/) and a senior member of the European Network for Research on Supplementary Pensions His main research interests focus on the regulation of social security, social welfare, social inclusion, employment, social entrepreneurship, regional development and migration policies.
He is author and co-author of twenty books and has published in international edited books and journals, while he is the chief editor of the book series “The reform of the Social State”, published since 2016 by the leading Greek publisher PAPAZISIS. His best-selling monograph “The commitment to active inclusion of vulnerable groups – Lessons from Social Europe” (in Greek) was published in 2014 by PAPAZISIS with a foreword from Laszlo Andor, former EU Commissioner for Employment, Social Affairs and Inclusion.
